Refinancing costs include the property valuation, the mortgage entry in the land register, transaction tax, removing the old mortgage, a possible early repayment fee, and bridge insurance. The full list with amounts is below.

Some costs are fixed (court fees, transaction tax), some are a percentage and depend on the bank (fees), and some are temporary (bridge insurance until the mortgage is registered).
What matters is the ratio of costs to the monthly saving — if the saving covers the costs within a dozen or so months, refinancing usually pays off.
Usually 1,000–3,000 zł of fixed costs, plus a possible early repayment fee (0–3%) and bridge insurance.
Some banks run promotions with no commission or cover the valuation. It is worth checking.
