A specialist with state qualifications to determine the value of real estate. The result of their work is a valuation report (operat szacunkowy).

The qualifications are granted by the competent minister, and valuers are entered in a central register in which you can check their licence number. A valuer bears professional responsibility for the accuracy of the valuation.
