When a bank will lend the full price, who can use the BGK guarantee and what to do if the programme does not fit.
Yes, but essentially in one way: the family housing loan (rodzinny kredyt mieszkaniowy) with a guarantee from Bank Gospodarstwa Krajowego (BGK). The programme is in force and loans can be granted until 31 December 2030.

The Polish Financial Supervision Authority (KNF) recommends that on the day of payout a home loan should not exceed 80% of the property value (the LtV ratio). Up to 90% — only if the part above 80% has extra security:
The exception is a loan with a BGK guarantee: it can reach 100% of the value minus your own contribution. If the guarantee plus your contribution is below 20% of the value, the missing part must also be secured in one of the ways listed above.
Each bank sets its own thresholds within these limits and may ask for more than the minimum.

A bill of 30.07.2026 extends the BGK guarantee to loans for the participation payment in a SIM or TBS flat and for a housing cooperative contribution. It is only on the government's legislative list and is not yet in force. The ministry stresses that it does not bring back the Safe Loan 2%.

There is no separate "no down payment for young people" programme today. The family housing loan has no age limit — young people use it on the same terms as everyone else.

The price is above the limit, you already own a home, or your bank does not offer this loan — then the down payment has to be built up or replaced with security. What to consider:
Recommendation S allows loans up to 90% of the value if the part above 80% is secured, most often with low down payment insurance. The insurance usually lasts until the loan falls below 80% of the value.

Some banks accept extra security on another property, e.g. your parents' — the combined value of the security then counts. The owner of that property must agree, and the property secures your loan. The bank decides.
Money from family can be your down payment. A co-borrower or guarantor can improve creditworthiness but does not by itself replace a down payment under Recommendation S.

When building a house, the plot can be the down payment. In the family housing loan an undeveloped plot as the only contribution lifts the PLN 200,000 contribution cap (contribution and loan together up to PLN 1,000,000).
